It would seem that it was intended to be illuminated from the rear as the lettering is opaque, demonstrated here by being stuck to a window. Steve Carter.

With a cloud of exhaust fumes the luxurious Birmingham Pullman glides out of Snow Hill Station. The train, in spotless Nanking blue and white livery, is led by motor brake second W60097. These trains, built by Metropolitan-Cammell, had a North British/M.A.N. 12cyl 1000bhp engine in each power car, as well as the engine the car had a guards compartment and seating for 18 second class passengers.
