Mr.Fitch stated that no definite ruling has yet been given
respecting the number of staff to operate these units. Mr.Clayton
said that the principle of a crew of two men, i.e. Driver and Guard,
had been accepted for the Watford - St.Albans branch, but the Chairman
said he would speak to Mr.Simpson with a view to the general question
being made quite clear.

To be held in Manchester on Wednesday, December 9th,
followed be inspection of the Bury-Bacup Branch and of the mock-up of
the 2-car unit at Derby.
