It was reported that the count of parcels for the Manchester Part 4 scheme had been taken in mid-January and that the results were being processed. The Chief Accountant's assessment of the financial effect of the scheme on a variable cost basis (excluding parcels receipts and parcels terminal costs) which had been advised to the Director of Traffic Services, showed a reasonable improvement in net revenue as compared with steam operation. However, the estimated total cost of the service, even after the change of traction, would exceed the estimated passenger receipts by a very substantial margin. This position was unlikely to be altered materially by the subsequent inclusion of parcels receipts and appropriate terminal costs in the assessment.
After discussion, and bearing in mind that other diesel multiple unit schemes under preparation might show somewhat similar results to Part 4, it was agreed that the scheme as now costed should be submitted to the General Manager at an early date. Messrs. Johnson and Riley to confer as to the manner of preparation and explanation of the financial result. In the meantime preparation of submissions for the further schemes would not be delayed.
Since the last meeting the Chief Mechanical and Electrical Engineer and the Director of Traffic Services had submitted a joint report on the regional availability figures for multiple units and the present inadequacy of the 15% spares allowance.
