Mr.Forsyth stated that the oil for the Bury-Bacup scheme would be delivered by road to Bury, but the Chairman said that as a matter of policy the General Manager had laid down that oil for all schemes should be delivered by rail. It was agreed that the sub-committee (including a representative of the C.C.M.) should look specially into this question in respect of all schemes.
Noted that in assessing the estimated financial results of diesel schemes, additional capital outlay on new installations and improvement of existing installations are being taken into account (vide B.T.C. instructions of 27.10.53 as to Cost Compilation).
All estimates should be submitted in accordance with normal New Works procedure, the effect of which is to allocated to revenue normal maintenance expenditure carried out in connection with New Works.
Minutes of sub-committee noted. The Chairman said that in all cases where modernisation or alterations to carriage sheds are contemplated, the Chief Civil Engineer should, when his plans are nearing completion, communicate with other departments concerned as to whether anything further is required in respect of possible future diesel or electrification schemes. It is, however, essential that such carriage shed schemes should not be delayed.
Mr.Tonge said that space for posters on hoardings had been booked from October 1st for the Bury - Bacup scheme.
Mr.Read asked for train services to be placed on hand-written information posters outside all stations through which diesels commence to operate, and Mr.Tonge said this will be arranged.
The Chairman asked for re-signing at all stations on diesel routes to be completed before the new services are introduced, and Mr.Tonge said new signs for the Birmingham-Lichfield line were already on order. The other lines would be dealt with similarly.
