MINUTES OF 76th MEETING HELD AT EUSTON, WEDNESDAY,
AUGUST 10th, 1960

791. GENERAL MATTERS OF POLICY

1. Position of Schemes still to be submitted

The notes of the meeting of departmental representatives held on August 3rd to consider the inclusion, in future proposals, of an assessment of the net revenue attributable to each scheme, were discussed and the proposed procedure agreed.  It was noted that additional time would now be necessary for the preparation of future schemes, but it was clear that in view of the present financial position, future schemes must be proved to be financially sound.  The question was raised of the inclusion of a portion of track and signalling costs and it was noted that Messrs. Baker and Riley would consider with the departments concerned.

The schemes concerned with the vehicles tentatively included in the 1961 Building Programme and for which the Commission have requested the submission of individual schemes were reviewed as follows:-

Manchester Part 4 ) - 
Manchester Part 6 )
Proposals prepared but financial results being re-appraised.
Manchester Part 5   -  Proposals prepared but being re-examined to ascertain the possibility of operating certain sections of the line by MC + DT units, and also for re-appraisal of financial results.

It was noted that the investigation into the remainder of the schemes still to be submitted was proceeding satisfactorily.  In respect of the Broad Street - Tring service, the C.M.& E.E. is investigating the technical possibility of the use of dual elecric stock.
