Draft timetable now with D.T.M's who will pass proposals to L.T.O.(o)'s and E.Region by 1.3.61. Passenger receipts should be received by 1.2.61; Parcels receipts by end of July, 1961. With the exception of the Furness Scheme, the D.T.M's considered that it was exceedingly doubtful whether any financial case whatever could be made for these and stated that further preliminary costing (at their level) would make this clear. Details would be submitted to Headquarters as they became available but in the meantime, as diesel schemes, they could not be considered definited proposals. In the case of the Furness scheme, as planning of Carnforth M.P.D. was only in the initial stages and the units would not be released by electrification until 1965 at the earliest it was decided to postpone the assessment of parcels and passenger revenue until late in 1961. In addition the L.T.O.(O) would not be in a position to proceed with his work until the more urgent work in connection with Stage II of Electrification was completed. |
